The BIR sets VAT at 12% of gross sales of goods and services, with no separate rate for takeaway. Senior citizens and persons with disability are entitled to a 20% discount and exemption from the 12% VAT on restaurant meals (BIR RMC 71-2022), which has to be broken out on the receipt.
